The following is the text of the Cover Sheet for the Petition.
To the House of Representatives
The petition of,
Graeme Axford
Kaiata, Greymouth.
Respectfully requests,
1) Establish an independent complaints system for Child, Youth and Family (CYF) separate from the Ministry of Social Development.
a. This be done with full public consultation.
b. This include Provincial Panels of community members and other specialists from a Social work background.
2) Panels meet as required, to investigate any complaints about the practices, procedures, actions or conduct of all staff working/contracted to CYF.
a. Investigations be carried out in a fair, just and timely manner.
b.CYF staff are compelled to cooperate with the Panel under oath or declaration.
c. Recommendations made by the Panels will be binding on CYF, but not remove other rights of redress available to the complainant.
3) Independent support people are offered who can attend all meetings if desired by clients.
a. A free phone to register complaints is setup and that confirmation of these is given in writing.
b. Given the anonymity to make complaints, look into a way of guarding families against malicious complaints.
c. CYF staff make clients aware of the current standards of conduct, ethics and integrity, and these be publicly displayed in all CYF offices.
Statement:
We trust that Child, Youth and Family (CYF) New Zealand will welcome our suggestions as we see these helping the Department and Staff as well as the New Zealand public and where malicious allegations are made also protecting children, youth and their families from these.
We would like to see Child, Youth and Family (CYF) New Zealand clearly and openly held accountable for their actions or lack of them. That all staff be held accountable to the Social Workers Registration Board (SWRB) Codes of Conduct and State Services Commission (SSC) standards of integrity and public standards of morals, ethics, transparency and diligence.

I like the website and petition and you are right its very worded but needed… You clearly have a passion for the people not the system and it seem one is fighting the other.. God speed… Thank him CYF never employed you otherwise we would not be at this point and if anyone can make them change its god using you to do it… I have no idea who you are or what you believe but I can tell CYF one thing they are up for a fight judging by what I have seen so far…

ReplyDeleteThe new complaints panel is great, pity no Independent Cyf Complaints Authority.
The Cyf CEO still runs it, the panels hands are tied. Therefore a sham and a crock!
One must ask, why not independent complaints body? Are cyf worried about all the nasty stuff they get up to! If this dept was even half honest, they should welcome an independent body... So why are they fighting it?
Is this not a resonable question..
Or does the fact this Dept is rotten and corrupt fron bottom to top mean nothing to cyf senior staff.
It is no secret, the all so many victims of cyf abuses have been wanting changes to this Dept for ever so long.
WHAT THE MAJORITY WANT, THEY SHOULD GET.
